History

In the Early Period

Since its establishment on July 1, 1982, the City Council has been shouldering the responsibility of city government surveillance and publicizing public opinions for the sake of a smooth council government. From the first term of the 24-councilor council to the present eleventh term of the 34-councilor council, the primary responsibility of this Council has always been to meet the aspirations of the people, to promote the development, and to address the needs of the people. In the early days of the Hsinchu City Council in 1982, due to the separated government of the county and the city and the unclear details of demarcation, this Council could only use the former Hsinchu Citizens' Representative Association's address on Zhulian Street as a temporary shelter. All software, hardware, and facilities were humble and simple. It deeply inconvenienced visitors to this Council. On October 28, 1989, the Hsinchu County Council moved to Zhubei City, which was governed by Hsinchu County, and we moved to our current location to No. 122, Zhongzheng Road, Hsinchu City. In the beginning, although the venue was small and ill-equipped, councilors of the Council still worked together to oversee the municipal government with the greatest intention of fulfilling the public's expectation and creating a good municipal government performance.

Expansion Project

As of the eighth term of the Council, in view of the dilapidated and overcrowded space of the original chamber and office building, Mr. Wen-chin Hsieh, the Speaker, has been vigorously promoting the renovation and expansion project of the old chamber since he took office, so as to provide an up-to-date and quality environment for councilor and colleagues to participate in political affairs. The refurbished and expanded Council Chamber has a brighter and more spacious space and advanced e-facilities, providing a better and smarter environment for councilors to participate in political affairs. Newly renovated examination rooms and briefing rooms allow for more professional and diversified use of the Council's space. Located on the first floor of the Council Building, the museum records the history of Hsinchu's constitutional democracy and preserves every bit of the representative system, which allows visitors to better understand the changes and hard-won achievements of constitutional democracy. Surrounded by old trees, pavilions, and ponds, the back garden of the Council is an elegant and unique garden built with the engineering style of the Edo period, creating a tranquil paradise outside the Council Chamber. It also demonstrates the historical depth and cultural heritage of the ancient city of Hsinchu. Sound software, hardware, and facilities will enable councilors to better understand public opinion and play the important role of being the people's mouthpiece and supervising the municipal government.

Headed Towards a New Era

The current term of the council was established on December 25, 2022. On the same day, the council elected Hsiu-jui Hsu as Speaker (Kuomintang) and Pang-yen Yu as Vice Speaker (Kuomintang). The Hsinchu City Council has been elected for eleven terms since its reorganization. There were 24 councilors in the first term of the Council. In the ninth term, one additional flatland aboriginal councilor was added to the original total number of councilors since the population of flatland aborigines living in Hsinchu City is over 1,500. Today, as the population of Hsinchu City is over 440,000, the 10th term of Hsinchu City Council has added one more seat to the original total, and the number of council seats has reached 34. In the past elections, there were also changes in the colleagues in this Council, all of whom have worked together on the basis of democratic self-determination and public opinion. At a time when the economy is at a low ebb and is still waiting for recovery, this Council will still strive to monitor the city government and fully express the public's opinion based on the public's vision, working together to take the bright future of Hsinchu City as our responsibility to create a bright and beautiful future for Hsinchu City.
